Merseyside Police embarked upon an invest to save programme which included acquisitions, disposals and a programme of new build and refurbishments to improve efficiency and place policing in the heart of the community it serves.

The Operational Command Centre in Estuary Business Park brings together all of the teams that form the Matrix Serious and Organised Crime team, which were previously located across the force, into one purpose built facility.

Workplace transformation is at the heart of the design and the majority of the functions unless operationally sensitive will be located within open plan environments.

Operational efficiency and movement flow has shaped the design with clarity of organisation a fundamental driver for both the site layout and building arrangement.

A key principle was to move vehicles to kit, rather than kit to vehicles, a dramatic improvement to operational efficiency. This manifested itself into a building design which has a robust functional ground floor, which houses all those functions that are operationally intense whilst the upper floor plates offer flexible and efficient office accommodation that can adapt and flex over time.
